God
“It will come about after this that I will pour out My Spirit on all mankind; and your sons and your daughters will prophesy, your old men will have dreams, your young men will see visions. And even on the male and female servants I will pour out My Spirit in those days. And it will come about that everyone who calls on the name of the Lord will be saved” – Joel 2:28-29, 32a
John the Baptist
John responded to them all, saying, “As for me, I baptize you with water; but He is coming who is mightier than I, and I am not fit to untie the straps of His sandals; He will baptize you with the Holy Spirit and fire.” – Luke 3:16 (echoed in Matt 3 & John 1)
Jesus Himself

So, when they had come together, they began asking Him, saying, “Lord, is it at this time that You are restoring the kingdom to Israel?” But He said to them, “It is not for you to know periods of time or appointed times which the Father has set by His own authority; but you will receive power when the Holy Spirit has come upon you; and you shall be My witnesses both in Jerusalem and in all Judea, and Samaria, and as far as the remotest part of the earth.” – Acts 1:6-8
And Jesus returned to Galilee in the power of the Spirit – Luke 4:14a
